This notice cancels and replaces the General Procurement Notice for this project, which was published on the EBRD's Web site on 11 December 2001 and amended on 25 July 2003. The State of Bosnia and Herzegovina (BiH) has applied for a loan from the European Bank for Reconstruction and Development [the Bank] for a Project to (a) enhance the power transmission control and communications systems reliability and provide metering facilities to support the development of a competitive power market; and (b) reduce flue gas emissions and improving ash handling facilities at various thermal plants. The project has a total estimated cost of Euro 70 million, proposed to be financed by the EBRD, and will require the procurement of the following goods, works and services for: (a) Enhancing Power transmission and control facilities (loan allocation Euro 50 million) The installation of a SCADA/EMS co-ordination centre and regional control centres together with Remote Terminal Unit metering and control facilities Rehabilitation and upgrading of telecommunications equipment including supply and installation of communications links, PABX and ancillary equipment, and Fittings works for the SCADA/EMS co-ordination centre premises. (b) Enhancing thermal power station (TPP) facilities (loan allocation Euro 20 million): (b1) Thermal power stations owned by Elektroprivreda BiH (EPBIH) Rehabilitation of the TPP Tuzla Unit 5 and TPP Kakanj electrostatic precipitators Reconstruction of the TPP Kakanj cooling water re-circulation system (b2) Thermal power stations owned by Elektroprivreda Republike Srpske (EPRS) Reclamation of the TPP Gacko ash disposal site New ash transport & disposal system and rehabilitation of the electrostatic precipitator at TPP Ugljevik (the former item not yet approved by the Bank) Tendering for the contract under (a) is currently ongoing, although a separate tender will be organised for procurement of the fitting works. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
